CWTO数贸会在“数字友好园区”定义中指出：数字友好园区是一个多边市场、多方共赢的模块化可伸缩式数字化企业赋能生态圈，既包括全球一定区域内的物理空间，更包括基于网络和计算技术的开源式数字化生态网络系统。数字友好园区不再关注于传统园区同质化的物业服务、政策解读、项目申报、知识产权等服务，而着重于运用数字化技术，系统性、长期性、便捷性、针对性、友好性地吸引企业、赋能企业、培养企业，并基于所在国家、地区、政策与自身定位的比较优势，深度发现行业价值链，以共享平台思维，发现价值链中的潜在痛点和潜在增值点，从价值发现到价值创造，从基础服务到产业服务。

Digital-Friendliness Parks no longer pay attention to the homogenization of property services, policy interpretation, project declaration, intellectual property rights and other services in traditional parks, but focus on using digital technology to systematically, long-term, convenient, targeted and friendly attract enterprises, empower enterprises and cultivate enterprises. Based on the comparative advantages of countries, regions, policies and their own positioning, they deeply discover the industry value chain, share platform thinking, and discover potential pain points and potential value-added points in the value chain.
世界数字友好园区将通过多边或双边数字友好协议、共识和测评，达成包括但不限于发展数字经济和数字贸易，鼓励数字创新，建设总部基地，依托比较优势资源对接与合作，打造科技创新开放区、自贸区、自贸港、跨境电商综合试验区、综合保税区、海外仓、贸易数字化服务基地之间交流合作、亲诚普惠的国际样板；促进复合型数字友好青年事务交流、青年领导力培训和国际数字友好青年对话；探索和促进数字金融和数字资产事务交流；促进园区、商会、协会和私营部门之间的合作与交流；共同应对数字鸿沟、数字垄断、数字贫困、数据安全和隐私保护问题；开展友好城市园区之间的数字化公共产品供给的交流与合作；形成数字友好型数字经济和数字贸易发展理论成果，形成人人关爱数字友好的良好国际风尚。在所有合作中，双方将充分发挥城市、园区、机构、私营部门和市民的作用，努力实现园区之间的互利共赢。
